Village of Minster Facilities


The Village of Minster has been following and receiving updates daily on the coronavirus (COVID-19).  Rest assured the essential services that our Village relies upon will continue. However, in accordance with Governor Mike DeWine’s State Orders to minimize the community spread of the coronavirus, the Village has decided to alter services and events as a way to protect not only Village staff but the public as well.  For the greater good of the public health, and to minimize the spread of the virus, practicing smart, social distancing and personal hygiene, is something we can all do. It is not an overreaction to be prepared.

The Village of Minster anticipates and is experiencing daily updates and changes related to decision making and service adjustments in dealing with the coronavirus.  As of Tuesday, March 17th the following changes will be implemented to continue to protect Village employees and the general public:

  • Access to Village facilities is restricted to Village personnel only. 
  • Appointments for in-person service may be made, but the Village encourages the use of alternate methods of communication such as conference calls.
  • Residents are encouraged to make alternate arrangements when needing village services such as paying utility bills.
  • Please consider signing up for automatic utility bill payments; paying utility bills by credit card online through our website or over the phone (there is an additional fee) or by using the drop box at the rear of the building to submit payment.
  • The utility drive through window located at the rear of the Administration Building will still be open for those that would like to pay their utility bill in person.


  • Residents who are interested in obtaining a zoning permit are asked to submit applications and drawings electronically or through the utility drop box.
  • Outside meetings conducted in Council Chambers or other public buildings have been suspended until further notice.
  • All parks and recreation activities are canceled until further notice.
  • Village parks will remain open. The park restrooms will also remain open for those that need to wash their hands.
  • The Village Council meeting scheduled for March 17th is canceled.  Council meetings will resume in April but modifications may be made.


PLEASE NOTE: These precautions are in place to minimize public contact for residents/visitors and staff as recommended by public health experts.


The Village administration and staff will work closely with local and state health officials to determine the best course of action for the future and will be monitoring guidelines from public health agencies. Updates will be posted on the Village’s Website and through social media as we are able too.
